I've heard this said as a reference to former Presidents and leaders, but what does it mean exactly? I looked the term up and only came across a movie starring Peter O'Toole.

As with so many historical features, history was sacrificed to plot, however, the plot was good enough to win three Oscars

Lion in Winter was a broadway play and then a film. If refers to Sir Richard the Lionheart the future kind of england.

Sorry, but I believe Wikkipedia (as it often does) has led you on a wild goose chase. There is no reference ANYWHERE that the late James Goldman EVER wrote a play titled "Lion in Summer"....Having spent many, many years in the theatre, I have NEVER heard the claim made outside of Wikkipedia....and can find no reference to it in my own considerable theartrical library.
One possibility is that whoever submitted the info to Wikki, might somewhere have read an artical ABOUT Goldman entitile "The Lion in Summer" and just got confused...but that is a long shot.
