Although I like the Emerald Empress a lot, I think that the Scarlet Witch is more powerful. Her power is more flexible, she can do more withit. Also, since the Emerald Eye is spatially limited (it is only in one place at a time) its attacks are a lot easier to block than Wanda's hex-spheres. Note that the hex-speres are only the visual f/x of a probability field that can hit you from any direction.
Now, the Emerald Empress against one of the female Green Lanterns.... hoo boy, what a contest that would be.
