The book came out in 1974, so the poem could have been written in 1973 or even sooner, as he did have a book of poetry in 1964.

He oculd have held onto it untilt he time was right.

In any case, all that matters is the copyright date of 1974

He's talking about where the city stops and the country, or nature begins. Don't read too much into it...it's a pretty straight forward poem.
